As the UN system increasingly collaborates with private and non-traditional partners to deliver on its mandates, evaluating the effectiveness and added value of these partnerships has become both essential and complex. This event explored recent experiences in assessing such collaborations, with a focus on methodological approaches, key insights, and implications for programme design and implementation.

Drawing on concrete evaluation case studies, the session highlighted lessons learned from evaluating partnerships with actors outside the conventional UN network. We had a dynamic discussion on what works, what doesn’t, and how evaluation can help shape more effective and accountable collaboration across sectors.

Eduardo Toscani is currently a Senior Evaluation Officer within the UN system. He has extensive experience conducting and managing complex evaluations across the UN, including roles at the IAEA and UNODC. His work has emphasized the use of innovative, utilization-focused methodologies and close collaboration with advisory and audit colleagues. He has led joint evaluations and audits at the country level across Asia, Eastern Europe, and Latin America and the Caribbean, as well as comprehensive assessments of UN entities and programmes in areas such as nuclear security, technical cooperation, results-based management, and non-traditional partnerships.

Before joining the UN system, Eduardo held senior roles in Chile’s public sector, including as Head of the Monitoring and Evaluation Department at the Ministry of Social Development. There, he led the development of the country’s first integrated M&E platform and advanced the use of evaluation evidence in public budgeting. As an independent evaluator, he conducted impact assessments of Chile’s largest conditional cash transfer programmes and provided strategic policy advice to national legislators. His career reflects a deep commitment to advancing evidence-based policy and public sector innovation.
