This session explored how the EU uses evaluations to ensure its policies are evidence-based, transparent, and impactful. It introduced the principles of Better Regulation, including the role of independent quality assurance, and outlines how evaluations are designed and carried out. Drawing on practical examples from EU humanitarian operations, the session highlighted how lessons learned feed directly into strategy, programming, and decision-making, ultimately strengthening accountability and improving support to people in crisis.

Vittorio Furci is an independent consultant with over 14 years of experience in evaluation and research studies. He has led and contributed to more than 50 evaluations for the European Commission, international organisations and NGOs, particularly in the fields of humanitarian aid, migration, security and human rights. His work includes large-scale stakeholder consultations, field case studies across Africa, Asia and the Middle East, and the design of evaluation frameworks grounded in theories of change. He has also supported EU Agencies in strengthening monitoring and evaluation systems, and provided strategic inputs for NGOs and international organisations.
